Shell Puget Sound Refinery Oil Spill Contingency Plan
Ecology invites interested public, local and tribal governments and all others to review and comment on contingency plan updates for the 12-month phase-in requirements to Washington Administrative Code (WAC) 173-182 and 173-186. These rules require oil handling facilities, pipelines, vessels, and railroads to have a state-approved oil spill contingency plan that ensures their ability to respond to major oil spills.
This is the first plan submittal following Ecology's initial review of the plan's phase one implementation update in January of 2021. Comments on this plan should be focused on the review items required in this phase of the rule implementation. Any outstanding requirements are shown in the Contingency Plan Rule Implementation Crosswalk on the first page of the contingency plan linked on this page. The below plan is currently undergoing a review by Ecology and may not meet all requirements of the rule update. Your comments, as well as Ecology’s review, will be considered before approving the contingency plan.
The Shell Puget Sound Refinery in Anacortes, WA has a planned sale taking place on November 1, 2021, when the Holly Frontier Puget Sound Refining LLC plan will go into place. This contingency plan up for review will be in effect until the official sale of the Puget Sound Refinery in Anacortes.
